Thieves Steal Bulldozer Destroy Park Police Vehicle In Brooklyn Bridge Park

UPDATE: A careless construction crew member working in Brooklyn Bridge Park left an unsecured piece of heavy equipment on Friday night.  

Sometime overnight vandals stole a fork lift and destroyed 2015 Nissan Leaf electric park police vehicle car, NYC Park Advocates has learned. 

The thieves upended the car near the parking lot at the headquarters of the Brooklyn Bridge Park at 334 Furman Street. 

The police vehicle was charging at the time.

PEP officers discovered the destruction on Saturday morning.





According to the police report an unknown perp used a construction vehicle to flip the vehicle over. 

Police are reviewing surveillance footage of the incident. They believe it occured sometime between 2- 8am Saturday morning.

A representative for the Brooklyn Bridge Park Corporation said the Bob Cat fork lift does not require a key but instead a knowledge of how to turn on the vehicle which is done through a series of sequence numbers on a key pad.

The representative estimates the time of the incident of between 3-4 am.

Update: Battery Park Tourist Scalper Scam - Queens Resident Arrested



Yesterday close to a dozen SJQ  Sightseeing Tours personnel worked in front of the Bowling Green subway station soliciting customers.  The group, Sales Justify Quota Tours LLC, is listed as a business working out of an apartment on Mexico Street in Queens,  they have no valid Parks Department permit to sell tickets.  The tourist scam has been operating in broad daylight  for years ripping off customers with little or no interference from authorities. A team of illegal ticket sellers has been preying on unsuspecting tourists for years, NYC Park Advocates has learned.

The ticket scalpers are working in some of the most heavily visited downtown tourist destinations -  Statue of Liberty,  Staten Island Ferry, and Pier 15, (South Street Seaport) 

The unscrupulous scammers sell Statue of Liberty tickets for between $ 80 - 100 dollars: re-sell used Statue of Liberty tickets:  Sell people tickets to the Staten Island Ferry and charge people $ 20 just to enter Battery Park, a public park on the tip of Manhattan.
   
The group wear dark blue official looking tourist operator vests that say, SJQ  Sightseeing Tours.

Depending on who you speak with SJQ stands for South Jamaica Queens, or Sales Justify Quota Tour.    

On the Look Out.   The ubiquitous SJQ  Sightseeing Tour group has been a fixture since at least 2014 working in lower Manhattan.


They have been a fixture in lower Manhattan operating in broad daylight since at least last year. 

On Wednesday one of their employees,  career criminal Gregory Reddick, 54,  of 118 Road  in Jamaica  Queens,  was busted after leading park police on a wild chase in lower Manhattan.

Parks Enforcement Patrol officer Jean-Baptist Joseph, 33, saw Reddick on Pier 15 as he was allegedly in the act of conning tourists out of cash.

The PEP officer approached Reddick and asked him for ID. He refused cursed at him and ran away.

The officer called for back up.  PEP officers tracked him down a half mile away in Battery Park. 

Another officer approached the con and asked him for ID.

"F*ck off off,  I ain't givin you shit," he responded, according to an officer at the scene.

He ran, and the officers caught up to him. He resisted arrest and officers maced him twice in order to get him to comply.  

A large group of Reddick's associates formed during the arrest,  yelling and screaming. 

An NYPD officer in the park said that on Monday - two days before Reddick's arrest  - he had received a compliant that Reddick had sold two tickets to the Statue of Liberty to a Virginia couple for $ 409  dollars. 

"The US Park police also told us they have also been getting a lot of complaints that these SJQ guys are getting aggressive and forcing people to buy tickets," a PEP officer said. 

Reddick told law-enforcement sources he made $ 3000 the day he was caught. He had 
$ 400 cash on him at the time of his arrest.


Two Park Enforcement Patrol officers were assigned to the area after an SJQ  Sightseeing Tours employee was arrested.


Reddick’s arrests date to the 80's and include six felony convictions,  multiple burglary and criminal possession of stolen property convictions, law-enforcement sources said.

On Wednesday he was charged with Obstructing Governmental Administration In The Second Degree, Resisting Arrest, Unlawful Vending in a New York City Park, and Disorderly Conduct.

SJQ  Sightseeing Tours, AKA  Sales Justify Quota Tours LLC,  has no valid Parks Department permit to sell tickets.

Felony Crime In City Parks Jump 44 %

Serious felonies rose in New York City's largest parks during the spring months this year, increasing 44% for April 1 to June 30 compared with the same period in 2012, according to a New York Police Department report, according to the Wall Street Journal. 
There were 128 felonies in the city's 31 biggest parks from April 1 to June 30, compared with 89 in the same period last year, according to an NYPD Compstat report.
The increase comes on the heels of a park-crime spike of 7% in 2012, compared with 2011—the biggest year-over-year jump in half a decade, NYPD statistics show.
The report didn't include historical data for crime in parks. Crime in Central Park has reached historical lows in recent years, according to NYPD data for the park's precinct. Major crimes fell nearly 73% from 1990 to 2012 in Central Park, according to the NYPD, and robberies went down more than 90%, from 152 in 1990 to 15 in 2012.
But in response to the recent increase in crime, City Council Member Peter Vallone, the chairman of the council's Public Safety Committee, said the city should boost the number of uniformed NYPD officers and Parks Enforcement Patrol Officers.
"This is the biggest jump I've seen, but it's not surprising the way the city has allowed PEPO officers to [retire] and not replaced them," Mr. Vallone said.
A parks enforcement officer's maximum annual salary is under $38,000-a-year, causing a large amount of attrition as officers seek better paying jobs, said Geoffrey Croft, president of the New York City Park Advocates.
A spokesman for the New York City Parks Department referred calls to the NYPD. An NYPD spokeswoman said, "Crime in parks is consistently low year after year and accounts for a very small percent of overall crime in the city."
The police report compiled statistics for 31 of the city's roughly 5,000 parks.
"So this is only the tip of the iceberg," Mr. Croft said. "You need a uniformed presence in the parks to control quality of life crimes."
Mr. Vallone agreed. "The small crimes become big crimes without that," Mr. Vallone said.
Mr. Vallone and other council members have complained about the lack of PEP officers, saying the number had dropped below 80 in recent years.
The city has hired 80 new officers this year, but Mr. Croft said that still doesn't meet the numbers needed to keep park-goers safe.
"The city is saying its parks are open for business," Mr. Croft said. "But it's not ensuring that visitors are safe."
A Bronx man was found fatally stabbed to death in Van Cortlandt Park on June 27, the one reported homicide in the city's biggest parks in the spring.
Central Park saw the most serious felonies in the spring with 37 reported crimes—including a rape, two robberies and five felony assaults.
Flushing Meadows Park in Queens had the second-highest number of serious crimes with 27, including two reported robberies and two felony assaults, according to the report.
In 2012, there were 354 major felonies in the city's largest 31 parks, up from 331 in 2011.

· In the second quarter of 2013 there were a total of 128 incidents of crime, which is almost quadrupled from the 1st Quarter of 2013 which saw 34 incidents. When we compare the data with the same period as last year, we see also see a spike (128 incidents of crime in 2nd Q 2013 versus 89 in 2nd Q 2012).
· Two parks were responsible for 50% of the crime this quarter. Flushing Meadows recorded 27 incidents in the 2nd Quarter of 2013 and Central Park recorded 37 incidents.
o Flushing Meadows: 22 grand larceny incidents, 2 felony assault incidents, 2 robbery incidents, and 1 grand larceny auto incident.
o Central Park: 26 grand larceny incidents, 5 burglary incidents, 3 felony assault incidents, 2 robbery incidents, and 1 rape.

Crime increased by 26.5% from January – June 2012 to January –June 2013. Grand larceny incidents contributed to this spike in crime – there were 72 incidents in January – June 2012 and 100 incidents in January – June 2013.

Bronx Park East Residents, CB's Slam City For Lack Of Parks Maintainence & Enforcement

The Bronx may not be getting its fair share of workers to maintain the borough’s vast network of city-operated parks, or enforcement officers to police them, according to the New York Daily News. 

 So say residents of several leafy neighborhoods, who are up in arms over what they are calling a dangerous slight on the part of the city. 

Leaders from the Bronx Park East Community Association, Community Boards 10 and 11 all fired off letters to Parks Commissioner Veronica White over the past month demanding that the city ramp up staffing levels at parks throughout the Bronx.

 “The way I feel is that we are being short-changed,” said Anthony Vitaliano, the Chairman of Community Board 11. “This is potentially a very dangerous situation.”   

The Bronx contains more parkland than any other borough, roughly 25% of the city’s greenspace. 

District manager Kenneth Kearns of Community Board 10 in the east Bronx said he was told that only 30 to 40 new hires would be assigned to the borough.

 “With the amount of parkland in our neighborhoods, the community board believes they should be taken care of and adequately staffed,” Kearns said. 

A Parks Department spokesman said that of 414 recent hires, 207 were general parks workers, 81 Parks Enforcement Police officers, 96 maintenance workers and 30 climbers and pruners. The spokesman would not say how many of those would be assigned to the Bronx.   

“Staffing for each community board is determined by park usage and adjusted frequently according to park conditions,” the spokesman said. 

Vitaliano cited the recent death of a Queens woman in Kissena Park as an example of what can happen when parks aren’t properly maintained. 

“They don’t take care of the trees. They don’t trim them, and when it rains the branches are likely to come down,” the retired NYPD lieutenant said. 

Board 11 covers Morris Park, Van Nest, Pelham and Allerton.  

Pelham Parkway, a tree-covered thoroughfare that stretches across the neighborhoods, has been a frequent barbecue spot on weekends this summer, angering many residents that say the city has done nothing to curb the illegal cookouts. 

A Parks Department representative dismissed the claims that Bronx parks are dangerously understaffed. 

“Any assertion that Bronx parks receive less than their fair share of staffing, maintenance or funding is simply untrue,” the spokesman said. 

Parks in both Community Board 10 and 11 passed more than 94% of agency inspections performed this year, according to the city. 

“I think that they’ve been responsive,” a hopeful Kearns said of the city. “There are so many parks here, we just want them to be safe.” 

Vitaliano said he wasn’t as convinced that the Bronx would be adequately staffed. “Maybe Manhattan gets the priority,” he said. “But we should be getting more than what we are.”

Police Arrest Violent Pit Bull Owner In Prospect Park Attacks

The owner of a pitbull that has been attacking dogs in Prospect Park for months was arrested Monday morning, police said. Donnell Barden, 42, was arrested at 9:14 a.m. Monday morning and was charged with aggravated animal cruelty, menacing and criminal possession of a weapon. Witnesses said Donnell Barden even joined in the attacks. He would beat the dogs with his cane and stabbed one with an ice pick, they said.

A violent dog owner who has allegedly unleashed his pit bull to terrorize other dogs in Prospect Park was arrested Monday, according to the New York Daily News.  

Witnesses said Donnell Barden, 42, even joined in the attacks. He would beat the victimized dogs with his cane and even stabbed one with an ice pick, they said.

In one instance, Barden ordered his dog to "Eat it! Eat it!" as he attacked, according to one horrified onlooker.

Barden was nabbed by cops at the corner of 15th St. and West Drive after dog owners in the park pointed him out to authorities. He’s charged with aggravated animal cruelty, menacing, and criminal possession of a weapon, a small knife.

Police arrested Donnell Barden after Eric Barstad, 28, and some friends posted flyers around the park warning others about the attacks.  (Image: FIDO)  The attacked dog's owner filed a police report in May he then saw the pit bull's owner in the park and was able to point him out to cops but the cops referred him to the 78th Precinct and did not pursue the owner, according to ProspectHeights Patch.   "For a couple months we'd call and try to get updates and it was just impossible to get in touch with anybody taking responsibility for this," Eric Barstad, a friend of the lab/husky's owner, told the website.  That changed recently when a sergeant at the 78th precinct took over the investigation and gave his cell phone number to Barstad and his friends. 


In 1992, he pleaded guilty to attempted murder charges after he fired a gun in the direction of a NYPD cop, prison records show. The officer was hunting Barden after he tied up his old boss, put tape over his mouth and stole his credit cards.

Barden served seven years behind bars and was released in May 2010.

Over the past few months, he's been terrorizing Prospect Park dog owners, ordering his brown pit bull to attack other dogs and threatening to hurt their owners, according to multiple residents.

His arrest stems from a complaint filed on May 17 after Barden allegedly stabbed a dog brawling with his pugnacious pit bull. Barden also allegedly hit the dog's owner after he tried break up the fight.

The victimized dog, Stetson, was knifed nine times, but survived after he was rushed to a vet, a source said.

More recently, the dog attacked a three-year-old Doberman Pinscher, Brandon, and chomped at his tail.

Barden also grabbed the unsuspect collar in an attempt to block him from fighting back, according to Brandon's owner, Janice Brown.

"We're lucky no dogs have been killed yet," Brown said.

In February, Barden's dog attacked JoAnne Brown's 38-pound mutt named Gray.

"He went berserk," Brown recalled.

"My dog started humping his dog, and he just hit my dog with his cane."

In the last few days, Eric Barstad, 28, who is friends with many of the dog owners, posted flyers around the park warning others about Barden.

"We are incredibly relieved that police apprehended him. The park will definitely feel like a safer place tomorrow morning," he said.

The NYPD brought Barden's dog to Animal Care & Control, a spokesman for the animal group said.

NYPD Arrest 13 As Pool Violence Explodes


Tempers Flare In Public Pools As Temperatures Rise

Police and Park Enforcement Patrol officers working in and around the city pools not only had to battle stiffing temperatures during the heat wave last week but also unruly patrons.

The NYPD arrested at least 13 people in Parks Department pool related incidents NYC Park Advocates has learned.   

The charges ranged from Inciting A Riot, Resisting Arrest, Gang Assault, Robbery, Assault, Criminal Possession of A Weapon. 

Several pools were temporarily closed to quell the violence and more than a dozen lockers were robbed.   

A snap shot of pool related incidents reveals:

Howard Pool - Brooklyn.  Pool was closed for hours on Sunday morning due to gun shots being fired at the adjacent NYCHA projects.

Astoria Pool -  July 20, 2013  (6:15pm)   NYPD arrested a 14-year-old male for Disorderly Conduct and four others after leaving the pool in related incidents. 

It took three police officers, and pepper spray, to subdue an out of control 14-year-old teen on Saturday night. 

The teen was being verbally abusive, cursing at lifeguards and disrupting patrons in the Olympic sized pool according to law enforcement sources.

After being warned multiple times by lifeguards and pool staff he was told to leave.

While being escorted out by police and PEP he turned around and  "chest bumped" and threatened an NYPD officer, saying "what are you going to do,"  said a source. 

The officer responded and pushed him down.  The teen got up with open fists ready to fight and challenged the officer.

Two other officers came to assist. 

The teen refused to be cuffed and flailed his arms in an effort to avoid arrest.  An officer eventually used mace and the situation was soon under control. 

"He confronted the cop with closed fists, " said a source at the scene.  "Nobody in their right mind would have challenged this guy (officer) - he's built like Arnold Schwarzenegger.  Something is definitely wrong with this kid. He thinks he's a tough guy."

The teen was issued a Juvenile Report for Disorderly Conduct and released to a guardian. 

EMS transported one person to Mount Sinai Hospital Queens with unknown injuries. 

Twenty minutes later a group of teens, reportedly friends of the 14-year-old involved in the prior incident,  exited the pool and assaulted two people during a robbery in Astoria Park.  

Two men were listening to music in the parking lot in Astoria Park,  a block south of the pool near the Robert F. Kennedy Bridge when they were approached by a pack of teens.

They proceeded to steal a cell phone and mini speakers from one of the men. When he resisted he was beaten up. When his friend attempted to intervene he too was assaulted. Both men were punched numerous times in the process.

The two victims,  one black- 22,  and Hispanic 19 - were struck several times about the body and received cuts and bruises.   A police barricade was allegedly used as a weapon. 

The victims were treated at Elmhurst Hospital where they received staples to treat some of their wounds.  

Police arrested four teens from Queens - three 17-year-olds and a 14-year-old.  All were charged with Gang Assault , two counts of Robbery, Assault, and Criminal Possession Of A Weapon.

Lasker Pool -   July 19, 2013 (5:20)

A Harlem teen was arrested for causing a disturbance on Friday night at the popular pool in Central Park.  Richard Jones, 17,  was "acting in a tumultuous, and violent manner,"  according to the police report.  He was in the middle of a large group picking up women the throwing them around the pool, cursing, and encouraging others to do the same.

The teen was warned several times to stop.  

Jones was charged with Inciting a Riot, and Causing Public Alarm.

Crotona Park Pool  - Bronx  July 18, 2013.    A Bronx woman was arrested after she refused to leave peacefully after causing a disturbance. Gwendolyin Gonzalez, 20, was cursing and threatening patrons. After several warnings she was told by an officer to move which she refused to do. While being escorted out of the pool she struck an an NYPD officer with in the face with her pants.  

Gonzalez, 20 was charged with Disorderly Conduct and harassment of an officer. 

Sunset Park Pool - Brooklyn July 18, 2013 (2:30)  Five people were arrested after scuffling with police when they refused to obey pool rules and regulations.  

The group - including four Brooklyn residents and one from Elisabeth N.J. - were diving and jumping into the pool causing a disturbance and a public safely condition.   They were repeatedly asked to stop. When authorities ordered them to leave the premises they refused,  that's when the situation escalated.  The men resisted being cuffed and fought with the officers.   One,  Roberto Torres, 31 struck an officer in the back of his arm according to the police report. He was charged with assaulting an officer. 

All  were charged with Obstruction of Governmental Administration, Resisting Arrest and Violation of Local Law.

Highbridge Pool - Manhattan July 16, 2013 (6:20pm) 

Police arrested a Washington Heights woman who created quite a disturbance when she refused to go quietly after putting on a show for pool patrons. According to law enforcement sources, Raiz Nunez, 21,  was wearing a pink thong bathing suit with white sandals and dancing, shaking her behind while holding on to a railing in the deep end treating it like a stripper pole. The audience chanted as she gyrated and encouraged adults, and then children to smack her behind which some obliged.

Th incident prompted some patrons with children to leave and caused a larger crowd to gather. 

"She thought she was on the pole, and this would get her some attention and it did," said an officer at the scene.

She was asked to leave. Things escalated while she was being escorted out by police and PEP officers attempting to remove her from the premises.

"She was saying that she looks good and 'you are all just jealous that's why you're doing this.' She looked liked SpongeBob SquarePants," said an officer referring to the woman's apparent non hour-glass figure. 

According to a source the woman continued taunting the officers and threatened them asking what they were going to do if she didn't leave. She threw herself on the ground  near the locker ares on the pool deck in order to avoid being arrested.   Officers began rolling around with her on the floor trying to handcuff her. Officers had a difficult  time grabbing and holding on to her wrists due to an ample amount of sun screen as she flailed about trying to avoid arrest.  One officer hurt his hip during the altercation. 

At one point one she even managed to slip out of one of her cuffs.

One officer had to put on gloves in order to get a grip on her oiled up body.

"You're in a thong bathing suit resisting (arrest)," one officer commented afterwards.       

"I'm going to the precinct like this," Ms. Nunez asked incredulously.    

Police charged Raiz Nunez with Resting Arrest, Disorderly Conduct and Obstruction of Governmental Administration.     
     
The "thong lady" came back to the pool on Saturday wearing the same outfit but staff turned her away. 

In High Bridge Pool on Saturday night three pool goers were ejected  for fighting in the water - no charges were filed.      

Tony Dapolito Recreation Center Pool - Manhattan.  July 14, 2013 -  (6:00)  Six people, including four and five-year-old boys,  were sent to the hospital after being maced by an out-of-control Brooklyn teen.   The incident began inside the pool when a teen, described as a 16 or 17 began arguing with a woman who was outside in James J. Walker Park with her family.  A wild melee ensued, when the abusive teen was escorted out of the pool and began spraying the crowd with pepper spray. Park employees  were forced to barricade the front door of the recreation center to prevent warring factions from gaining access to each other.   The assailant slipped away before police arrived.

Coney Island  - July 19, 2013 (5:30) NYPD arrested a female for threatening a parks worker with a knife by the bathrooms on Riegelmann Boardwalk West near Stillwell Ave.   Police say Yamira Cajagas, 35, of E. 118th Street in Manhattan was arrested and charged with Menacing and Criminal Possession Of A Weapon during an altercation with a 47-year-old parks JTP employee

Mullaly Park Pool - Locker Break In. July 18, 2013. (2:30) Stealing from unsuspecting pool patrons was taken to a heightened level when a thief broke into a woman's secured locker and removed the victim's cars key. The assailant then found the car and robbed the contents including a purse and clothing.
This was one of a dozen locker break-ins during the week.
